What it ingests

Radio and core network telemetry, alarm and fault streams, customer complaint volume and language, handset and firmware distributions, planned works and permits, weather, and traffic and event data.

Experienced service quality per cell and per customer cohort, which is not any single measured quantity.

Alarms are not experience

A network operations centre sees alarms. Customers experience latency, dropped sessions and dead spots. The mapping between them is loose enough that networks routinely run "green" while complaint volume rises.

A Large Universe Model holds experienced quality as a belief fed by both sides — telemetry and complaint language — and reports when they diverge. Divergence is the actionable state: it means the instrumentation is missing something real.

Planned works as prior evidence

Degradation during a scheduled upgrade is expected and should not raise confidence in a fault. Holding planned works as evidence that shapes the prior removes a large fraction of the false alerts that make network operations noisy.

Limits

Telecoms already run sophisticated fault management. The contribution is fusing unstructured customer signal with structured telemetry into one belief, rather than running them as separate systems that meet in a weekly meeting.

A Large Language Model answers from a frozen corpus. A Large World Model simulates a scene it is shown. A Large Universe Model keeps watching this industry's streams and revises what it believes as they move.
